How to network yourself to apply for a nonprofit organization out of state ?

I live in an area of the country with almost a 10% unemployment rate, and I have several family members in a 3.1% unemployment rate. I checked that state’s job service and there were almost 800 jobs I qualified for. A vast difference from the 3-4 jobs per that is around here.

What are some specific tips you can provide me on networking for employment in a job market several states away. Due to finances, I cannot travel out there on a consistent basis.
