It’s not easy to get the name of the hiring manager because the recruiter is the gatekeeper of the position. Only qualified candidates get sent to the hiring manager. As a recruiter, I don’t think I want to share the ways around that.
As far as networking, I meet people at conferences, conventions, industry job fairs, etc. Also, a lot of higher level people teach classes or, perhaps, write articles about current topics in their field. If I come across such an article, I might e-mail them and tell them how much I enjoyed it.
